North American Colonial Waterbird Conservation Plan North American Colonial Waterbird Conservation Plan is designed to to create a cohesive, multi-national, partnership for the conservation and management of colonial-nesting waterbirds (seabirds, wading birds, terns, gulls) and their habitats throughout North America.
